ANNOUNCEMENT

(Re: Situation and expected implementation plan of the project "Building BIDV housing in low-rise area under Nam An Khanh new urban areas").

 

                                                         To: - Representative Board of Investors

                                                               - Investors of the project "BIDV housing construction in lowland area of Nam An Khanh new urban areas".

 

In order to provide information to Investors, NIAD has announced the implementation of the project "BIDV housing construction in lowland area of Nam An Khanh new urban areas (Project):

  1. Adjust the design file:

Based on the list of investors registered to adjust the design file (In the notice 341 / TB-NIAD dated August 23, 2018), NIAD has sent the list to the Representative Board (BTA) Working with design consulting units, consulting units to verify the design and cost estimates.

- Design sample Villa (cell TT1) has been completed design consultants (including design drawings and cost estimates), and the dossier has been transferred to the verification unit.

- With design samples of duplex villas (TT5, TT8) and adjacent samples (TT3, TT4, TT9), the design consulting unit is implementing, expected 03/10 / 2018 will complete and transfer records to the unit of consulting consulting.

- After the result of the report of the consultancy unit, NIAD and the Board of Representatives will approve the design drawing and adjusted budget, expected from 05/10 -> 10/10/2018.

  1. Signing the Project Management Consulting Contract (TVQLDA) and the Construction Supervision Consultant Contract (TVGS).

a) Contract of TVQLDA:

- The selected PTA, negotiating price and progress with the project management consultant, NIAD coordinated to check the capacity of the consultancy unit and NIAD assessed the capacity of the project. The consultant is guaranteed according to current regulations to implement the project management.

- NIAD and PAC are working with the PMU to finalize the Contract, the Agreement is expected to be signed (Tripartite Agreement) between the PAC, NIAD and PMU, before 05 October 2018.

b) Contract of TVGS:

The CTA is negotiating and reviewing the TVGS contractor's proposal for work content and costs. NIAD will coordinate with the PTA, the PMU will evaluate the capacity of the contractor to supervise and finalize the contract signed between the NIAD, the PTA and TVGS. The time for signing the supervision consultancy contracts before or at the same time with the signing of the construction contract.

c) After the PMU contract as well as the TVGS contract of the project have been signed, the UR and NIAD will announce the level of funds allocated for the transfer of funds to the NIAD opened account for payment of this contract and the construction contract signed trilateral.

3. Selection of construction contractor, signing of construction contract and starting construction:

 a) Organizing the selection of contractors: Estimated time from 10/10 => 31/10/2018

- Team of experts selecting contractors (CG team) - with members including: 6 people elected by the investors at the meeting on 09/08/2018 (of which 2 are members of the Secretariat, 4 people are Investors), two staffs from NIAD and two independent consultants - have been established by the Chief Investment Officer. With the participation of the EG, the draft Bidding Documents have also been completed (except for the content of the design drawings and the volume of tenders that are awaiting the approved TK-DT will be completed). .

- Once the revised design document (mentioned in item 1) has been approved, the PMU and RCD will coordinate to review and finalize the bidding documents, submit the bid documents for approval and issue the bidding documents in the form of open bidding to Contractors; Bid evaluation of contractors participating in the delivery of the EG.

- On the basis of the report of the Evaluation Team on the results of bid evaluation, the Bidder, the Bidder and NIAD will review and approve the list of bidder ratings and the invited organization (s) Highest to negotiate the contract, specifically:

+ With three-party contracts: the PTA will chair (with participation of PMU and NIAD) negotiating with the contractor;

+ With contracts signed by NIAD: NIAD will chair (with the participation of the PTA and the Project Consultant) negotiate with the contractor.

- Based on the contract negotiation results, the EPA and NIAD will send a written notice on the results of selection of contractor to the contractors participating in the bidding.

b) Signing the contract with the selected contractor (s) (Contractor): Estimated time from 01/11 => 05/11/2018, specifically:

- With three-party contracts: each investor will together with NIAD sign directly with the contractor;
- NIAD will enter into a contract (with both parties) with the Contractor for the remaining contracts.

c) Report on progress of remittance payment of construction package:

Based on the content of the construction contract after successful negotiation with the contractor (s), the contractor (s) and NIAD will inform the contractor of the progress of the payment of the construction package.

d) Starting construction: Estimated time from 10/11 => 15/11/ 2018.
